2021年11月24日、オミクロン変異体は、南アフリカからWHOに初めて報告された*1。この報告は11月14日から16日に採取されたサンプルに基づいていた*2。 南アフリカの科学者が最初に警告を受けたのは、11月の初めに採取されたサンプルでPCR検査でS遺伝子のターゲット欠損があったこと（いくつかの変異体で発生するが、10月に国内で流行したデルタ株では発生しなかった）と、ハウテン州でCOVID-19の症例が突然増加したことによるもので、シークエンス解析の結果、11月14日から23日の間に同州で採取されたサンプルの70％以上が新しい変異体であることが明らかになった*3 *4。 最初に確認されたオミクロンの検体は、2021年11月8日に南アフリカで*5 *6、11月9日にボツワナで採取されました*7。
11月24日にWHOが警告を受けた時点では、アフリカ以外でオミクロンの症例が確認されたのは香港だけであった。11月11日に南アフリカから渡航した1名と、同じ検疫ホテルに滞在中にこの症例に相互感染したもう1名の旅行者がいた*8 *9 *10。

11月26日，WHOは、各国に対して新たな渡航制限を行わないよう勧告し、代わりに渡航措置について「リスクに応じた科学的な」アプローチを推奨した*59。 同日，欧州疾病予防管理センター（ECDC）は，厳格な渡航制限を行うことで，ヨーロッパ諸国への変異体の影響を2週間遅らせることができ，各国が変異体に備えることができる可能性があるというモデルを報告した*60。
WHOの発表後、同日、いくつかの国がアフリカ南部からの渡航禁止を発表した。その中には、アフリカの8つの国からの渡航を禁止したアメリカも含まれているが*61、ヨーロッパ諸国、イスラエル、カナダ、オーストラリアなど、渡航禁止が発表された時点で患者が検出されていた国からの渡航は禁止されなかった。他に、渡航禁止措置をとった国は、日本、カナダ、EU、イスラエル、オーストラリア、イギリス、シンガポール、マレーシア、インドネシア、モロッコ、ニュージーランドなどであった*62 *63。
